Yes TurboBit has ranked system, but it's not like FreakShare. TurboBit pay x$ /1000 downloads. If your temperature (temperature = rank) is >10 degrees and you have a x amount "virtual coins", you can get up to 25% more then the original PPD table or up to 85% per sale and up to 65% per rebill then the original. This apply on all rates they have. Attention: if your temperature is <0 degrees, you will NOT be able to upload until your temperature is above 0 degrees again!

How much do I earn with 25% more on 20$/1000 downloads?
20*1.25=25 You will earn 25$ per 1000 downloads.
Use this form: x*1.y=z
x = the original rate
y = how much more you earn
z = your final earnings for that rate

FreakShare has another ranking system! Your rank depends on how many premium sales you have and the downloads to the number of uploaded files. Each rank earn 1$ per sale + x$ amount /1000 downloads. They pay for all countries and the x$ depends on you rank and the file size. FreakShare does only have one plan, PPD+1$ per sale.

BitShare have same system as FreakShare but they don't pay for sales on the PPD plan. If you want to be paid for sales, you will not be paid for downloads. This host is also very strict on DMCA! PPD or PPS. Up to 85% per sale and rebill (ranked) or a fixed rate with 60% on the first sale and 50% on rebills.
