It depends on how you made your categories.. for example on a porn site. your categories can be the studio names and your tags can be the video type: anal,interracial,blonde,etc.. They're important for users are they can easily find the kind of content that they want in your site.

It all depends on your stats. Logic. If you see getting 1 or more sales a day then go with PPS. But if you get no sales at all, then stay with PPD -_- If you get many downloads and sales aswell, go with the both.
