RPMShare.com and StreamP2P ​

are using the same script and was wondering if anyone knows the developer of this platform, the company that made it, thoughts and or info on this will be greatly appreciated.. Thank you

Scripts of this type are built from scratch, so they are rarely found publicly. If you want to use scripts from https://sibsoft.net, they are also excellent, but they are quite costly. If you want to build your own, I can help you with that.
