My budget is 20$-40$ .

I will need some help to host the blog, because I'm really new in this activity...

With that price is better that you start you own blog, because your budget is too low (from my point of view), for that price you can get:
- Fresh domain .com domain (10$)
- Free skin with a custom logo (5$)
- 50 unique vists/day

Sorry if i not sound good for your offer, but take it as a recomendation, with your price nobody go to sell you a blog with traffic.

Zeokat: Thanks for sugestions, but I find many blogs for sale ~25-50$ here on this forum..with decent traffic.. Of course I don't want 1000 visits/day with this price...but 50-200 visits/day is ok..
