To be honest I do not think Cheap and Good collocate together, however you said 10$, but maybe you can share any of my VPS with a friend.

yes, cheap and good don't go in the same sentence. you cant' get good RDP/VPS for that much money. 20$ is the minimum.
if you don't upload much you can share a VPS with somebody, you can create two user accounts and split the storage space.
