Where to put popup code?

Hi, where to put code for popup ad that it will be active on every page in blog? Specificaly, i need it for http://www.aabbcc.com/wp-content/uploads/2015/04/72.jpg when someone visit direct images in my wordpress media that get popup. I try put it in header.php and index.php but don't work.

You can use it on your header
http:// ................. /wp-admin/theme-editor.php?file=header.php&theme=........
before </head> tag.

also you can install Popup plugin: Popup Plugin for wordpress
