dual core proc.
at least 1gb ram
2 hdd no matter the specifications
at least 10mb dedicated or 100mb shared network

budget around 39$ ~ 59$

I am also looking for fast dedicated hosting.

It should be warez-friendly... It's for a hotfile/megaupload type of site.

Also if it is possible to ship external disks to be hooked up it will cool too.

Depending on your budget: Knowinservers.com or Evoboxes.net, both offer unmetered (knowinservers is 100mbit unmetered and evo is 1gbit unmetered but for megaupload 10mbit is about all you will see from any server)
