How to make the forum more active?

Hey guys, i just want to know how can i turn my warez forum into an active community?
I have chat sections in the forum but very few people are interested in posting there. Most only go for the downloads (its obvious ofcourse as its a warez forum) , but still any way to increase user interactions??

Well if the site is new, don't expect people to start chatting up a storm just yet......you have to give it time.

Site is just over 2 months old, over 1200 members & *2 at Katz.

Then it's not that bad..You can ask to rerate at katz after a month i think then u will get more members..

Start some competition like free RS account or offer free VIP it might help a bit.
