If its just the site and some warez links and no actual warez files you could try reversedhosting.com or knowinservers.com both allow warez linking (that includes warez forums/blogs)
If you end up expanding to VPS knowinservers has VPS and also evoboxes.net is a good provider of VPS service.
For shared hosting there is also Knownsrv and servedome, I havent used them for one of my sites myself, but the reviews are good.
If your going to use a vps you could use there offshore servers. I have a 65% coupon so you could get a offshore for cheap im going to link a decent server bellow allthough you could get a cheaper one as well. You can host warez on the offshore server.
