can i downgrade from vb4 to vb3

can i downgrade from vb4.x to vb3.x

if yes then what is the procedure of importing database ..

if no then i will disheart :-)

Yes you can, but it will mean having to manually change all version numbers in the database. Then renaming the tables needed to be renamed then removing plugins and themes which don't work on vb3.

Its a very long process. All you have to do is read the errors that show.

Not exactly. There's an easier way to do it.

vBulletin 4 to phpBB 3 using the phpBB convertor (https://www.phpbb.com/community/viewtopic.php?f=65&t=1968375&start=150#p13252438), then phpBB3 to vBulletin 3 using Impex.

this is very easy just use Impex mod....choose converting from vb 3.7.x to 3.8.x and it's will work for 4.x ...if u not know how doing that just PM and i will help u for that
