Best pop up ads tolerated by Google

Hey everyone.

What is the best pop up ad site which Google do not detect as cloaking? I've used Plugrush, Exoclick, JuicyAds and after a few days of using, every single time Google detects cloaking/redirecting.
Do you have such problems? Which popups are you using?

Popads have mobile redirects? I've been testing it for 2 days and cloaking was detected one more time...

Any ideas why Google finds my ads as cloaking?

I used to use plugrush and juicyads pop-up/under ads and there seemed to be no similar problem on my site as a primary source of revenue when my site is just starting. Maybe it's because I choose what niche of adverts to have. In the end when my site grew I decided to totally not have any pop-up ads since it's a little intrusive and it seems that I earn more on CPM/CPC banners and affiliates nowadays.

I'm also using AdMaven. I don't have any cloaking problems.

I am using ABP add blocker which helps me to prevent open a pop up ad from different web sites.
