Big companies like OVH/ won't tolerate DMCA complaints. If you're file-sharing you'll get them. Smaller/Medium sized providers are easier to work with. Check Webhostingtalk.com offers section. You'll find plenty. Just make sure they're independent and not an OVH reseller.
The only reservation with off-shore is latency issues, as well as support depending on the provider.
If you're focusing on US I'd try a provider in Latin America or Canada. Just check with them first to make sure it's cool.
Why do you need all that horse power for 5TB of data? 1 Gbps can push up to 300TB. 100Mbps can push 30TB. You can find the hardware for $250, but save yourself the money and forget 1 Gig port. The rest is your prerogative.
I've never used them but the price seems too low to give any good support. Which isn't a problem, until it's a problem.
