No he can't, also he can't upgrade you if you have the 20$ already in exchange for the money, you have to wait till the next approve day (so if you request the transfer on tuesday you have to wait till the next monday. Fail? :facepalm:) But like VBBDave said all time "they are the best" so...

i just got a small vps in NL 1day so i want to give a small recapitulation; The order process was fast (after i paid the server i got my details within 2 hours) at the start it was kinda slow, which changed in the first hours, then i started to test the upload/download as much as possible...
