I download backup files mostly as you are able to check. And after all we both know the actual reason of banning an account is just the pressure...

Please respect users rights. Customer satisfaction is the first rule in any business. I personally do not like this kind of view to see users as Money and nothing more. Its just my personal idea and nothing more.
