Netherlands, Russia, Sweden, Romania. Above countries are safe to some extent (not fully). Actually no country is fully safe from DMCA. But the above ones are to same extent and the hosting on these countries is easily available and cheap too. Just go for some offshore hosting

10 GB is way too low for storage. Please increase it to atleast 75 or 100 GB. And do you count multiple downloads from the same IP ??
