The upload bar only moves if the browser window/tab is active. The uploading still works but this visual bug might confuse uploaders.

I can confirm, I have tried every video host there is and streamtape has the lowest view count by far. Mixdrop had the same issue for a long time but fixed it a few months ago, I hope Streamtape can do the same fix.

It's common, it has to do with the ad networks usually. Report it in the video host's support thread.
