Try Norted.com. They are about the cheapest VPS service that I know of at the moment.

If your doing warez/hacking ect... avoid GoDaddy at all costs. One complaint e-mail and they will suspend your domain and force you to pay $75-150 just to get it back.

Avoid Santrex VPS... trust me on that. If you get one of their VPSes, you will only have trouble. I swear they stick over 15 clients to a server(i've been on and off with them 3 times and I always seem to get crappy VPSes). - They limit IPTables, thus, CSF and other firewall based edits fail...

Shinjiru is slow and recently Ecatel has had a lot of issues and their support is worthless. You may wish to give worldstream.nl a try. They also have some pretty nice deals.

Actually, now that I remember... there are some African servers where you can host child porn legally(I'm not even kidding). So Africa based servers would probably be the best to get away with anything, only down side is that they are slow as heck... like are on dial up and crap.

You should consider buying a Reseller account and work from there, as that seems like it will fit your needs the most. Basically, you will need a good $200/mo for a dedicated unless you want to buy a VPS, which I personally hate VPS due to so many issues with them.

Personally, I don't see a reason to install mods unless you need to or have a reason too. Just because other sites use them does not mean you have too.
