As I know paypal does not accept mostly longer than 1 month accounts.(like in extabit) or force you to wait 45 days for refund protection for the longer than 1 month accounts. May be you can sign up with them with small updates

lovehacker, you need 14-17 days after requested (mostly) you have to wait for PAYPAL but I have no try with alertpay. May be a problem of netload.
