If someone had a website and they weren't following dmca notices, and the website was anonymously bought and hosted, but they had their real details with the ad network they were using, would it be hard for the people sending the dmca notices to get that person's details from the ad network?

Because they are not warez sites, they are cloud storage sites and as long as they take down a file for dmca they are not violating any ToS.
