As far as I know, Google Photos use both mp4 and HLS. Before the file encoded they provide mp4 streaming, but after that they use HLS. Your opinion is just from other people's post, but this process is from my experience recently. It's not worth arguing about details of streaming protocols here...

Upload speed is fast, but after that the creation time of results is too late. I think the program which manages the process make slow query. Please check the slow queries.
