I think it mean when streamtape storage is low, their system will look for inactive files that has been around 60 days or more and delete them.

It work fine for couple hours for me , now both stop working , in zoom log it give this error code 2020-09-27 23:49:08 UP: GetUrl (HTTPProtocolException:HTTP/1.1 403 Forbidden) (clipwatching.com) zoom faq: HTTP/1.1 403 Forbidden - server issue, you are not allowed to access some site
