    yes they demoted 4* to 2* and blacklisted many site , because these site were not proper in terms of quality :) and new site which are getting 3* will be demoted to 1* in some time and i guess new site which are getting 3* are not able to submit downloads :) EDIT : ohk no more reply now :)...
