Anyway, I think 3 downloads per IP per 24h is not a bad, but I'm sure you should add some countries into the Tiers 2 and 3 such as Japan, Portugal, Brazil, Turkey and some other.

as per terms,they count 3 downloads per ip, so its not about user.

so if he downloaded 3 files from other uploader and 4th file from you means, you wont earn anything, waiting fro xerver clarification.

Offtopic:
if they count 3 downloads/per Downloader/per uploader means, guys create multiple account and cheat, better 3 downloads per ip is fine.
