There is a lot of scam out there in the name of "Offshore" or "anonymous" hosting
Reasons why VindoHosting cannot be qualified as a good reliable offshore host.
1)Uses a .com , thus it may be subjected to US laws
2)Site Claim to offer private whois info by putting their own info in whois but their domain is itself registered at InternetBS.Epic Fail in trying to copy PRQ.se service
3)Is a mere reseller of ecatel and no mention of payment methods on site.I suppose its only paypal and paypal is not good for offshore host

One of the best I ever use - domeny.pl - only for domains !!! Don't use their web hosting for warez !!!!

what if i choose other than those 3 in godaddy/namecheap.. is the registrar also must be from offshore?

OMG, I was trying to order a .ws domain from webnames.ru, but cannot. Because, it is showing 600 Euro.
Its huge huge huge amount for a single .ws domain, that to, only for one year validity.

I contacted https://www.dynadot.com/ support. They suspend the domain based DMCA and it is not an Offshore provider, they themselves confirmed these points.
