Yes, most, but not all. And free users can download up to 800mb and registered users up to 1Gb, so it's cool.

No. Don't upload them again. They will show up in your filemanager.

FTP is extremely overloaded right now, and it won't be better until the new servers are working, by tomorrow.

I would advise you to stop uploading for a few hours.
